A well reputable civil engineering contractor is seeking an experienced Site Agent/Manager with heavy civil, earthworks, RC and marine experience. As the Site Agent/Manager, you will be responsible for the safe, efficient and successful delivery of civil engineering projects on site. This role requires strong leadership, proactive management, and a continuous commitment to Health, Safety, Environmental and Quality standards. The post holder will coordinate site operations, subcontractors, labour, and materials to ensure timely project completion, cost control, and compliance with contractual requirements.
Key Responsibilities
- Health, Safety & Environment
- Establish and maintain a safe, clean and compliant working environment.
- Ensure adherence to all HSE legislation, site rules and company procedures.
- Maintain adequate supply of PPE and manage issue for non-compliance.
Develop, implement and continuously improve project-specific HSEQ plans, including:
- Health and Safety Plan
Environmental & Quality Plans
Waste Management Plan
Carbon Calculations
Materials Management Plan - Deliver site inductions, toolbox talks and ongoing training to promote a positive safety culture.
- Conduct weekly HSE inspections and ensure all corrective actions are implemented.
- Prepare incident reports and manage security and waste arrangements, including transfer notes.
- Obtain and comply with relevant licences, permits, and environmental consents.
- Ensure compliance with environmental action plans.
Planning & Site Management
- Review drawings, specifications and ensure works are delivered accordingly.
- Produce Inspection and Test Plans (ITPs), method statements, risk assessments, and temporary works design briefs.
- Regularly update construction programmes, identifying delays and providing mitigation strategies.
- Coordinate and integrate subcontractor works into programme schedules.
- Maintain comprehensive and accurate site records, including daily briefs and progress reports.
- Manage project close-out procedures, including internal snagging, client inspections and handover documentation.
Commercial & Procurement
- Assess labour, plant and material requirements; raise requisitions and returns accordingly.
- Support the commercial team with cost forecasting, interim valuations and final accounts.
- Identify and document variations, early warnings and compensation events.
- Review subcontractor quotations, procurement schedules and RAMS.
- Assist with the management and authorisation of subcontractor timesheets and payments.
- Provide commercial updates and monthly reporting as required.
Team & Stakeholder Management
- Lead, motivate and develop the site team to ensure high performance standards.
- Delegate responsibilities appropriately while maintaining oversight.
- Conduct return-to-work interviews, authorise holidays and support HR processes such as grievance and disciplinary matters.
- Maintain strong relationships with residents, landowners, stakeholders and utility providers, aligning works with agreed methods and timescales.
- Promote a culture of honesty, collaboration and continuous improvement across all departments.
Qualifications & Skills
- Experience in civil engineering project delivery (essential)
- Demonstrable site leadership and commercial awareness
- Strong understanding of HSEQ regulations and CDM requirements
- Ability to produce and review RAMS, ITPs and temporary works briefs
- Effective communication, planning and organisational skills
- Appointed Person for lifting operations (preferred)
- CSCS, SMSTS and First Aid qualifications (preferred)
