About the Role
We are seeking an experienced Project Engineer (NEC) to support both project delivery and tender support activities on a major infrastructure programme in Dublin. This is a site-based position where you will operate under delegated authority from the Project Engineering Manager while working closely with the Project Manager to supervise works and manage NEC contract responsibilities.
Alongside site duties, you will also provide technical and contractual input into bid and tender support, helping shape delivery strategies, methodologies, and compliance approaches for future works.
This role is ideal for someone with strong NEC3/NEC4 ECC supervision experience and a background in complex infrastructure projects such as rail, tunnelling, or heavy civils.
Key Responsibilities
Act as the NEC Supervisor when delegated by the Project Engineering Manager
Support the Project Manager in delivering the project successfully through effective site supervision and technical oversight
Provide engineering, constructability, and NEC contract input to tender/bid support activities
Ensure works comply with stage gate processes, regulations, standards, procedures, and legislation
Review contractor documentation including:
Quality Management Plans
Inspection & Test Plans (ITPs)
Method Statements
Site-specific Risk Assessments
Serve as the day-to-day site representative, ensuring:
Safe and efficient working practices
Minimal environmental and operational impact
High-quality workmanship aligned with Works Information and best practice
Agree and witness ongoing inspection and testing activities
Coordinate inspection/testing of off-site manufactured equipment
Conduct regular inspections to monitor quality and compliance
Issue instructions (with Project Manager involvement where required) in accordance with the contract
Track and ensure closure of non-conformance reports in a timely, auditable manner
Liaise with client operations teams regarding site access, storage, and work areas
Inspect completed works and confirm readiness for formal inspections and handover stages
Skills & Experience Required
Essential:
Strong expertise in NEC3/NEC4 contract management, particularly ECC supervision
Experience within complex infrastructure projects (Rail, Tunnelling, Civils, or Structures preferred)
NEC3/4 ECC Supervision Accreditation
Experience leading small teams (2-5 people)
Strong report writing skills
Confident presentation and communication skills
Working knowledge of CEMAR
